监狱罪犯改造一直是个重点和难点问题,其规制的模糊和形式化,不仅使得司法实践难以操作,而且更重要的是无法实现改造罪犯的真正目的。从长远考虑,应当细化监狱改造规范,始终坚持以教育改造为主、劳动改造为辅的改造模式,科学、合理、均衡地对待罪犯并予以改造,从而在保障罪犯基本权利的基础上提高改造质量和水平,以促进其更好地重返社会。

Prisoners' reform has always been a key and difficult problem, which makes the judicial practice operation difficult, and above all, makes it impossibleto achieve the purpose of prisoners' reform. In the long run,efforts should be made to refine prisoners' reform, always insist on reformation model with priority to education and reform, supplemented with reform-through-labor. The prisoners are expected to be reformed scientifically,reasonably and symmetrically in an effort to improve quality of education and promote their better return to the society.
