摘要
当前,精神障碍患者呈激增趋势,安全隐患日益严重。以贵州省为例,民政部和卫生部门进行了相应的救助制度、救助设施和精神卫生医疗机构建设。但仍然存在信息不畅、摸排不细、救治救助和服务管理措施不到位等问题,应将对特殊人群的服务与管控工作置于公共安全体系之中,强化协调联动和属地管理,集中筛查与定期筛查,加强救治救助服务管理,对公共场所进行治安监测和特殊群体管控,构建完善的严重精神障碍患者服务管控工作机制。
The surge in the number of the patients with serious mental disorders breeds increasingly severe security hazards. Relavant construction of the relief system, rescue facilities and medical institutions for the mental health is performed in Guizhou by the State Ministry of Civil Affairs and senitation departments. However,there still exist some problems such as poor access to information, incompact searching, inadequate treatment assistance and services management measures. Accordingly, efforts should be made to place the service and management of the special groups in public security system, intensify coordination and jurisdictional management,make screening on a regular and concentration basis, step up treatment assistance and services management, take up security monitoring and management of the special groups in the public places and construct a sound mechanism for the service and management of the patients with serious mental disorders.
