公安机关社会矛盾化解机制研究——基于社会治理理论

Research on Social Contradictions Resolving Mechanism for the Public Security Organizations:Based on Theory of Social Governance

各级公安机关在社会矛盾化解方面做了大量的工作,但仍存在诸多困惑与无奈。为切实履行好维护社会稳定的职责,公安机关应以社会治理理念为指导,从利益表达、矛盾预警、矛盾调解、舆论引导、应急以及监督机制等方面进行多元化、协作性、制度化的探索与尝试,以化解社会矛盾,提升社会治理水平,切实履行公安机关守护一方平安、确保一方稳定的重大政治责任。

Different levels of public security organization have done a great quantity of work in resolving social contradictions, which are still confronted with a lot of bewilderments and helplessness. To efficiently perform the duties of maintaining social stability, the public security organizations are expected to make diverse, collaborative and institutionalized social governance theory-guided explorations and attempts from the perspectives of interests expression, early warning and mediation of contradictions, public opinions guidance, emergency and supervision mechanism with a view to resolving social contradictions, enhancing the level of social governance, and performing the political responsibility of guaranteeing social security nad stability.
