公安文化作为公安队伍建设的软实力具有价值导向、思想凝聚、精神激励和行为约束等功能。全面深化公安改革,着力打造现代警务运行机制,推进公安行政管理改革和建设法制公安,应充分发挥公安文化的助推作用,坚持文化育警、文化励警、文化律警、文化悦警和文化强警,为公安工作提供思想保证、精神动力和智力支持。
As the soft power of police team construction, public security culture functions as value orientation,thinking agglomeration, spiritual motivation and behavior constraint. To comprehensively deepen the reform of public security, strive to develop the modern policing mechanism, promote the reform of the public security administration and construct the rule-by-law public security, efforts need to be made to give full play to the role of public security culture, stick to culture-based education of police, incentive to police, commandment of police,exhilaration of police and intensification of police, providing ideological guarantee, spiritual motivation and intellectual support for public security work
