摘要
在城镇化进程中,原有的社会因素发生变化。村民因无法适应而产生犯罪行为,表现出农村犯罪案件数量暴涨、犯罪主体多元和犯罪类型多样等特点。应大力发展经济、适度调整收入分配,加快基层建设、逐步完善农村社会防护保障体系,加强素质教育、积极培养农村管理队伍,严厉打击违法犯罪,加强法制宣传,以预防和打击城镇化进程中的农村犯罪行为。
In the process of urbanization, the original social factors have changed, giving birth to a new type of social invironment, to which the villagers can not get adjusted, thus resulting in crime behaviors. Rural crimes are characterized by soaring number of criminal cases, diversified crime subjects and categories. Accodingly, efforts should be made to vigorously develop economy, appropriately adjust income distribution, accelerate construction of grass-roots, gradually improve the rural social security and protection system, strengthen quality-oriented education, actively develop rural management team, severely crack down on criminal offenses, and stress legal system publicity in an attempt to prevent and crack down on rural crimes in the process of urbanization.
