软法视角下铁路线路治安管控工作研究

Research on Railway Public Security Controls: A Perspective of the Soft Laws

铁路线路治安防控是铁路公安的重要工作任务,随着铁路事业的发展,铁路线路治安形势更复杂,需要进一步加强线路治安管控。但线路治安管控法律依据的作用有限,加强线路治安防控需要依托软法的支持。将线路治安防控的要求积极融入到群众喜闻乐见的村规民约和学生行为守则的软法形式中,借助软法载体,实现铁路安全的源头管控,实现线路治安工作的长效健康发展。

With the rapid development of railway industry and increasingly complex railway public security situation, railway public security controls, as a key task of railway public security, calls for further intensification of public security controls. Due to the limited roles of legal basis for the public security control, intensification of railway public security controls calls for support from the soft laws. The requirements of railway public security controls is integrated into the popular village regulations as well as the form of soft laws for students code of conduct. With soft laws as a carrier, the source control of railway public security and long-term healthy development of the railway public security are implemented.
