摘要
青秀区是广西政治、经济、文化中心南宁市的一个城区,一年一度的中国—东盟博览会主要活动场地及自治区重要会议场所均设在青秀公安分局辖区内,应急维稳工作责任大,任务重。针对辖区非正常上访和群体性事件高位徘徊、警力不足的问题,青秀公安分局从提高全体民警、辅警政治意识,坚持"轮训轮值"制度并增设维稳派出所,加强情报工作,建立与市局各警种应急机制,与自治区各地维稳办密切协作等五个方面进行了警务改革创新。
The major venues for the annual China-ASEAN Expo and the sites for key conferences of Guangxi municipal government is located in Nanning Qingxiu District, the area with great stability maintenance responsibility under jurisdictions of Qingxiu Public Security Branch, which is the political, economic and cultural centre of Guangxi.In light of high rate of abnormal petitions and mass disturbances and the inadequate armed police force, Qingxiu Public Security Branch should conduct policing reform and innovation through efforts to improve the political awareness of all the police, including the auxiliary police, stick to the system of Training in Rotation and Practice on Policing Duty in Turns, construct more police stations for stability maintenance, intensify information service, develop emergency mechanism between it and all the city police types, and close colaboration in stability maintenance between it and diferent parts of Guangxi.
