摘要
境外非政府组织进入我国境内活动带来了双重影响,管理方面存在不少问题。为了鼓励具有真正公益性质的境外NGO活动,并约束其可能带来的消极影响,我国《境外非政府组织管理活动法》明确规定了公安机关为境外NGO的登记管理机关。因此,公安机关要及时转变法律理念,完善管理细则和配套机制,加强人才培训,强化信息管理,以做好对境外NGO的服务和管理工作。
The access of overseas NGO into China results in dual influences and numerous problems in management.To encourage overseas NGO activities with real public welfare nature, and restrain the potential negative influences,The Rules for Overseas NGO Management Activities stipulates public security organizations as the registration and management agency for overseas NGO management. The public security organizations should promptly shift law concept, improve the management rules and supporting mechanism, strengthen talents training and information management so as to accomplish overseas NGO services and management.
