民族地区贫困人口本身缺少创业和就业的各方面能力,在竞争中处于劣势。要改善其就业能力,政府就要关注贫困地区和贫困人口的健康和教育问题。在地区经济发展中既要考虑到发展速度和上大项目,更要推进生态、经济、社会、文化相互协调的可持续发展战略。

Poor population on the minority areas are inferior in competition, for they are wanting all kinds of capabilities either in employment or self-employment. The governments, which are endeavoring to improve people's capability to obtain employment, should focus on the health and education problems related to people and areas in poverty. In the regional economical development, not only the speed of development and grand project should be taken into account, but also a sustainable development strategy, which harmonizes ecological, economical, social and cultural concerns, should be implemented.
