破除隔离:城市社区多元共治模式的探索——以广州市S街区社区治理实验为例

Breaking the Isolation:Exploration of Multi-governing Model in Urban Communities——A Community Governance Experiment in District S of Guangzhou City

改革开放后伴随社会转型和经济转轨,高水平的经济增长和低水平的社会发展之间的矛盾及大量涌入城市的流动人口的需求与现有体制之间的矛盾成为当前社会治理的两大突出矛盾,这促成了社区内不同居民群体之间的隔离状况。通过对广州市S社区治理创新实践项目的实地调查研究发现:基层社区治理引入社会力量,发展居民自治组织,通过社区参与可以有效改善社区以往居民之间、居民与社区之间的隔离现象,激发社会活力,提升居民对社区归属感。但是,体制对居民参与的有限边界的划定制度依然是打破社区隔离,促进社区融合,实现多元共治的主要屏障。

With the social transformation and economic transition after the reform and opening up,two kinds of contradictions,namely the contradiction between a high-level economic growth and a lowlevel social development,as well as the contradiction between the needs of floating population flooding into cities and the existing system,have become prominent in current social governance and have led to the isolation between different resident groups in urban communities.The field investigation on the governance innovation project in community S of Guangzhou City finds that when grassroots community governance can introduce social forces,develop autonomous organization of the inhabitants and promote community participation,it is easy to effectively break the isolation among residents and the isolation between residents and the community,to stimulate social vitality and to enhance residents’sense of belonging towards the community.However,the delimitation of boundaries for residents to participate decided by the system is still the main barrier to break community isolation,promote community integration and achieve multi-governance.
