城市社区业主自治的集体行动逻辑:以广州Q小区为例

The Collective Action Logic of the Autonomy of Urban Community Owners:A Case Study of Community Q in Guangzhou

伴随着市场经济发展,住房改革和产权私有化,社区业主在社区公共事务及权利维护过程中的自主治理与集体行动逐渐引起关注。对城市社区业主自治过程中的公众参与和集体行动困境进行了分析,同时以田野调查和个案研究为方法,呈现出业主自治的集体行动逻辑过程,指出共同利益、行动精英、社会资本与制度规则这四个因素保证了集体行动的发生与持续,并在一定程度上解决了"搭便车"的困境。

With the development of market economy,housing reform and the privatization of property rights,the community owners have gradually attracted more and more attention for their autonomous governance and collective action in the process of community public affairs and rights protection.This paper analyzes the predicament in public participation and collective action during the autonomy of urban community owners.At the same time,it presents the collective action logic process of owners’autonomy through approaches of field investigation and case study,pointing out four key factors to ensure the success and continuity of collective action,namely,common interests,action elites,social capital and system rules,which to a certain extent keeps some owners from taking advantage of the collective action.
