落实河长制推进湖长制:建立全流域管理维护良好生态环境

在推行河长制的基础上,全面推行湖长制,此举乃是从宏观上建立中国水资源管理机制。一是从全局上建立流域管理为主,行政区域管理为辅的水资源综合管理体制;二是从法制上完善和健全水资源治理规则,通过河湖流域和区域的法律制度建设,形成全流域综合管理机制,维护良好水资源环境,保证水资源生态可持续发展。只有进一步落实绿色发展理念,才能实现人与自然和谐共生的河湖治理,提升和巩固河湖水域治水成果,加快中国生态文明建设进程。

Based on the implementation of the river chief system,the overall implementation of the lake chief system in China is to construct the water resource management mechanism in China from a macro perspective.To achieve this goal,it is necessary to firstly establish a comprehensive management system of water resource based on basin management and supplemented by administrative region management,and secondly improve and perfect the regulations of water resource management in terms of legal system,form a comprehensive management mechanism of the whole basin through the legal systems construction of river and lake basins and administrative regions to maintain a good water resource environment and ensure the sustainable development of water resource ecology.Only through further implementing the concept of green development can we carry out the river and lake management with the harmonious coexistence of man and nature,strengthen and consolidate the achievements of water control in river and lake areas,and speed up the process of ecological civilization construction in China.
