Analysis of the Driving Causes for Policy Change Concerning Returned Oversea Students in the 40 Years of Reform and Opening-up

基于党的历史文献和政策措施总结和提炼了改革开放40年中国共产党制定的留学回国政策的变迁与发展;从多源流理论视角深入分析留学回国政策变迁多种动力因素的综合作用:政策问题是政策变迁发生的基础动因,可行性政策方案的制定与完备是推动政策变迁发生的重要动因,而政策决策者对政策问题的高度重视是推动政策变迁的关键动因。

Based on the historical documents,measures and policies of Communist Party of China(CPC),this paper summarizes the changes and development of the policy concerning returned oversea students formulated by the CPC in the past 40 years of reform and opening-up.Through a thorough analysis of the comprehensive effects of various dynamic factors in the policy change concerning returned oversea students from the perspective of the ' Multiple Streams' Theory,the paper finds that when it comes to policy change and its promotion,macro policy issue is the basic driving cause;the formulation and perfection of feasible policy plan is the critical driving cause;and the close attention that the policy makers pay to policy issue is the key driving cause.
