Seeking for a New Breakthrough for Cooperation of Reginal Economy in the Region of Northeast Asia

东北亚区域走向经济一体化有其客观必然性 :是世界经济区域一体化竞争加剧的必然要求 ,贸易和投资规模的扩大、市场经济制度的建立、IT电子信息产业的兴起为其奠定了客观基础。该区域经济合作具有以下特点 :是多重矛盾并存下的区域经济合作 ;各国间的生产力发展水平存在着巨大落差 ;区域合作仍处于初级阶段 ,这些特点严重制约了区域一体化的进程。东北亚区域经济一体化可供选择的形式有 :东盟型的自由贸易区、北美型的自由贸易区、铁路和能源一体化联营、东亚地中海自由贸易圈、经济增长三角以及欧盟模式、APEC模式、雁行模式等。今后 ,应采取灵活。

It is an objectively inexorable trend for the region of Northeast Asia to become economically integrated, an inevitable result from the competition for the world regional economy integration, and the expanding of trade and investment, the establishment of the system of market economy and the developing of IT enterprise serve as its objective foundation. The economic cooperation in the region features (a) a regional cooperation with complex contradictions; (b) great differences in productive capacity between countries concerned; (c) the cooperation in the region is at an initial stage. These features seriously restricted the course of integration in the Northeast Asia. There are alternative choices for the way to integration: the free trade zone of ASEAN pattern, the free trade zone of North American pattern, the pattern of joint operation of railway and energy, a free trade circle around the East Asia Mediterranean Sea (the seas bordering the northeast Asian continent and its festoon islands) pattern, the Economic Growth Triangular, the EU pattern, the APEC pattern and the so called Wild Geese Flight pattern, etc. In order to carry forward the economic integration in the region, a set of flexible measures will be required.
