试论社区发展与人类安全能力建设

Community Development and the Building of Human Security Ability

社区作为社会的基本构成单位 ,是人类日常生活的主要场所 ,是人们沟通情感 ,进行生产、交换、消费的主要场所。社区发展与人类安全能力建设之间有着十分密切的关系 :社区保障职能的发挥与强化是维护人类安全能力建设的基本因素 ;社区环境建设是影响人类安全能力建设的重要因素 ;社区文化建设是影响人类安全能力建设的深层次因素。社区发展是人类安全能力建设的基本途径和载体。今后在强化人类安全能力建设方面 ,应建立和完善社区安全的组织保障体系、制度保障体系、劳动就业保障体系。

Community is one of the basic units of soci ety. It is the environmental place for human to live their daily life, communicating feelings, producing, exchanging and consuming articles for daily use; (2) A developed community gives form to its effectual function for community security and its progressive construction of community environment and culture, for which the building of human security ability plays the role as an influential factor; (3) Human security is an idea taking the human as the only concern following the existence, well being, and dignity to which human deserves with interest for himself; the building of ability for human security is referring to the subjective factors (mentioned above) being brought to sustain and carry forward the human security in case of they were having been brought into play; (4) The experiences of the community in Tianjin taken to developing will be treated in detail in this paper.
