The international environment is the important factor restrain the development of the relationship betwin the countries.It is the important basis for the diplomatic policy-making to correctly realize and hold the essential features of the time,to properly deal with the position of the ideology concerning the benefit of the country is the key to develop the relationship with the foreign countries; to establish the equal and mutually beneficial principle and system is the guarantee of keeping normal development of the relationships between nations; the sense and judgement of the leaders directly influence the degree of the diplomatic relations.\;
