摘要
为了规范应急演练过程、提升演练效果,基于生命周期理论的孕育、成长、成熟、衰退四周期,探讨企业应急演练的储备、准备、实施、总结全寿命过程中的关键考核指标,提出了全生命周期的效果评价指标体系。研究采用层次分析法,确定应急演练效果评估指标的权重;再利用模糊综合评估法,评估应急演练效果。通过重庆某企业天然气管道泄漏应急救援演练效果评价,验证该指标体系的可行性、适用性。
In order to standardize emergency exercise process and improve exercise effects, explore the key assessment indicators in the whole life process of emergency drills, such as reserve, preparation,implement, summary, and proposes evaluating results of the system life cycle, this paper bases on life cycle theory, breeding, growth, maturity, decline, researches using of AHP to determine the weight of evaluation index, and fuzzy comprehensive evaluation method to evaluate the effect of emergency drills.By the enterprise in Chongqing natural gas pipeline leak emergency rescue drill effect evaluation, verify the feasibility and applicability of the index system.
