生态环境保护行政监管体制创新的贵阳实践

A Study about the Practice of Innovation of the Administrative Regulation System for Ecological Environment Protection in Guiyang

自2012年成立以来,贵阳市试图打破以往生态环境行政监管体制分裂和脱节现状,积极构建生态环境治理多方联动机制、探索环境污染第三方监督等社会共治模式并取得不错效果。不过仍面临执法主体不符、执法能力不足、执法权限不清等执法困境,同时生态环境治理多方联动机制亦不同程度脱节等问题。

Since its establishment in 2012,Guiyang Ecological Civilization Building Committee has been trying to break the current split and disjointed situation of the existent administrative regulation system for ecological environment protection,and it has been actively building a multi- party linkage system for governance of ecological environment protection,and exploring such joint governance model for society as third party supervision for environmental pollution,and these efforts have achieved some good results. However,Guiyang Ecological Civilization Building Committee is still faced with such challenges in enforcing the law as inconsistent enforcing entities,inadequate enforcing capability and unclearly defined enforcing authority. And,there exist disjoints of different degrees in the multi- party linkage system for governance of ecological environment protection.
