摘要
传统的视角认为领导者的特质、制度性因素、政府所处的环境等都会对政策创新产生促进作用,而缺乏促进因素的地方则无法进行政策创新。但是,政策创新还受到阻碍因素的制约,如严格的制度规定、上下级的管理、组织成员的竞争关系等。假设援藏干部作为政策企业家在不同环境下的个人素质不变,通过其在西藏自治区中小企业政策创新中的作用为案例,进行分析并得到结论:虽然西藏自治区制度环境中政策创新的促进因素有限,但同时援藏干部受到制度环境的约束变小,因此,由援藏干部推动的政策创新更容易发生。
According to orthodox perspective,many elements such as leaders' trait, institutioanal and environmental factors can have some influence on policy innovation,and most of them are positive factors. However,policy innovation may also be restricted by negative factors, for examples, the strict rules, hierarchy, competition ect. An assumption is put forward that the quality of the cadres sent to aid Tibet who are regarded as policy entrepreneur don't change. And through a case study,we found that though there are few positive factors of policy innovation in Tibet,policy innovation does exist there due to the lack of negative factors. And so the lack of positive factors is only a sufficient condition of policy innovation.
