论贵州煤矿生产安全管理体制的构建

Construction Analysis of Coal Mine Production Safety Management System in Guizhou

贵州省(以下简称我省)是全国产煤大省之一,2012年煤炭产量约1.8亿吨,位居全国第四。自2000年以来,我省煤矿事故死亡人数已连续12年排名在全国各省(自治区、直辖市)前列。如何预防和消减煤矿安全事故是党中央、国务院热切关注的问题,更是贵州省委省政府亟待解决的难题。文章从煤矿生产安全管理体制的构建着手,力争对我省煤矿生产安全管理体制的构建提出切实的建议。

Cuizhou is one of the major producers of coal in our country.About 180 million tons of coal produced in 2012 ranked the fourth in our country.However,since 2000,Cuizhou province has also ranked top in our country in the death toll from coal mine accidents for 12 consecutive years.How to prevent and reduce coal mine accidents has aroused concern of CPC central committee and the State Council,and has become an important problem demanding prompt solution by the provincial Party Committee and government Starting from the establishment of coal mine production safety management system,the author of this thesis has put forward her personal suggestions on the setting up of the said system.
