There exist quite a number of informal or underlying rules based on ethnic relations in the administrative operation in regional ethnic autonomy,which impose either positive or negative impact on behavior choioes of minorites.Under the established system,ethnic minorities often seek to break through their predicaments to safeguard their rights and interests,taking advantage of the said rules,which have become a running modifier,an effective adjustment mechanism in the system of regional ethnic autonomy.
