“Three-in-One” Investment Control in the Construction of City Rail Transit:Investment Control of Guiyang City Rail Transit Line One Project

贵阳城市轨道交通一号线工程是全国第一条在喀斯特地貌上修建的城市轨道交通工程项目。由于洼地、溶洞、暗河等复杂地质条件,再加上贵州省财政预算的硬性约束,都给工程建设及投资控制带来了难度。基于此,在工程施工过程中建立了'三位一体'的项目投资控制体系,即以工程量清单为核心和前提,招标文件、合同管理为基础,对工程价款进行调整、结算、风险分担等全过程、全方位的投资系统控制,为贵阳地铁其他标段的建设提供了指导性作用。

Guiyang City Rail Transit Line One Project is the first one of this kind built in Karst landforms of our country.Complex geological conditions such as swales,Karst caves and underground rivers,along with tight budget of Guizhou Province bring great difficulties in project construction and investment control.Based on these,a "Three-in-One" Investment Control system is established in the construction of City Rail Transit,i.e.,taking bill of quantities as the core,bidding documents and contract management as the foundation to implement a full range of all-dimensional investment control in project price adjustments,account settlement,risk sharing and etc.which may play a guiding role in the construction of other sections of the rail transit.
