加入世界贸易组织后 ,我国高校学报面临机遇和挑战 :内向性给学报带来副效应 ,综合性影响了利用率 ,理论与实践不能快速结合 ,发行量小 ;作品资源外流 ,管理模式和管理队伍的挑战 ,保护知识产权迫在眉睫。因此学报要发挥学科优势 ,组建学报集团 ,在国内外科技期刊市场站稳脚跟 ,调动一切积极因素 ,提高编辑人员素质 。

After entered into the WTO, journals of colleges and universities has been facing a severe test; most of the authors are from its native universities; it is wide in regions but narrow in application; its publishing amount is low, etc. These shortages decide that we should bring into play the initiative, improve the editors′level and unify management.
