论青年人力资本经营内涵

摘要 青年是指十四五周岁到四十周岁的年龄段或这一年龄段的人。经营青年人力资本的责任在政府。共青团应协助政府经营青年人力资本、管理青年事务。经营青年人力资本包括对青年管理、开发、培养、教育、使用等工作。政府经营青年人力资本应遵循社会化运作、动态性管理、学习型要求、扩面式发展。 The definition of youth here refers to those who are between 14 or 15 to 40 years old.As it is the obligation of the government to run the youth human resources,the Youth League should assist the government to run the youth human resources as well as to administrate the youth affairs.The range of running youth human resources covers youth's management,development,cultivation,instruction and the way to use.Principles to be obeyed in running youth human resources include operation of socialization, dynamic management,learning requirements,development of expansion,and helping the poor out by way of development
