Global Governance and Its Institutionalization

在全球化进程的强烈震撼下,国际政治的结构发生了深刻的变化。这些变化对已有的国际机制的合法性提出了质疑。正是在这种情况下,出现了“治理”与“全球治理”的概念。全球治理就是在已有国际机制失灵的情况下,试图在全球层次、区域层次和次区域层次上通过改革重建一套全新的更有效的管理和解决全球性问题的国际机制或国际制度。本文尝试从全球治理的现实动因、理论概念、理论渊源、运行结构及发展困境几方面,探讨全球治理及其制度化的相关问题。

Significant changes that have made the legitimacy of the existing international regime questionable have taken place in the international political structure under the influence of globalization, and along with it, there come the concepts of ' governance' and ' global governance' . The global governance attempts to reform the existing international regime that is considered ineffective , and to establish a set of new and efficient international regime and institutions of global issue management and solution. In order to examine the interactions between globalization, global governance and international regime, this paper discusses the issue of global governance and its institutionalization by analyzing its dynamics, theoretical concepts, functional structure and developmental dilemma.
