To manage natural reserves efficiently, we must make clear the problems and causes in the natural reserves management. The paper classifies abstractly the various concrete problems existing in the natural reserves management into a logic tree, and finds out that the problems can be attributed to three factors: property rights, management, and policy, which are the sticking points in the reserves management. This conclusion is of help in making policies and taking measures for the reserves management. Besides, the conflict between natural reserves and the surrounding communities is also particularly studied in the paper.
