Evolution of Spatial Structure of Port-Centered Region in Context of New Maritime Economy:Hierarchical Logic and Policy Implications

文章旨在提出一个新的框架理解当前的港口区域空间结构如何受到航运经济变动的影响。文章梳理了航运端在贸易形式、贸易格局、船运格局、航线网络及监管等方面出现的新变化,归纳并提出了新航运经济的概念;结合国内外港口案例,剖析了港口区域功能多样、布局精细化、空间利用集约和立体利用的实现路径;分析了港口实现多式联运的方式以及在内部智慧交通与绿色转型的趋势,以此归纳了港口区域空间结构的演进响应。此外,文章阐述了新航运经济背景下的港口空间结构演进,以期为城市规划正确理解港口功能演变、处理港产城关系、规划陆海交错带、推进陆海统筹等关键议题提供启示。

This paper aims to propose a new framework to understand how the current spatial structure of port-centered regions is affected by the macro-maritimes economy changes.The new changes in the global trade landscape,circulation forms,shipping route patterns,and regulations were illustrated,and the concept of a"new maritime economy"was summarized and proposed.Combining the multiple cases in China or abroad,the paths of ports to achieve diversification of functions,specification and intensification of space,and three-dimensional utilization were analyzed.The ways for ports to engage in multimodal transportation and the trend of applying intelligent and green transformation were also analyzed,thus summarizing the evolution of the regional spatial structure of ports.In addition,the evolution of the spatial structure of port-centered regions in the context of the new shipping economy was described,with a view to providing insights for urban planning to correctly understand the evolution of port functions,deal with the relationship between port,industry,and city,plan for the land-sea intersection zone,and push forward the land-sea coordination,among other key issues.
