提升全社会货物运输中铁路占比关键因素的研究——以广西运输结构调整三年行动为例

Key Factors for Improving the Proportion of Railways in the Transportation of Goods in the Whole Society--Taking the Three Year Action of Guangxi's Transportation Structure Adjustment as an Example

广西推进运输结构调整工作实施方案(2018~2020年)以来,铁路货运量显著增长,但仍存在发展不平衡不充分问题,需要进一步优化提升铁路货运在综合交通运输体系中的地位和作用。影响铁路货运发展的关键因素包括货运需求及产业结构与铁路运输的匹配度、铁路货运基础设施能力、铁路运输的时效性和服务水平以及铁路运输的经济性。为提高铁路货运发展水平,建议大力发展“临港经济”、“口岸经济”、提高外贸出口比例,精准提升铁路货运基础设施能力,提高铁路运输全过程主体单位服务质量并合理降低铁路运输费用。

Since the implementation of the Guangxi Transport Structure Adjustment Work Plan(2018-2020),the volume of railway freight has significantly increased,but there are still imbalances and inadequacies in development.It is necessary to further optimize and enhance the position and role of railway freight in the comprehensive transportation system.The key factors affecting the development of railway freight transportation include the matching degree of freight demand and industrial structure with railway transportation,the infrastructure capacity of railway freight transportation,the timeliness and service level of railway transportation,and the economy of railway transportation.To improve the development level of railway freight transportation,it is recommended to vigorously develop the"port economy"and"port economy",increase the proportion of foreign trade exports,accurately enhance the infrastructure capacity of railway freight transportation,improve the service quality of the main units in the entire process of railway transportation,and reasonably reduce railway transportation costs.
