三江平原资源与生态水利的实施探讨

Implementation of resource and ecology-oriented water conservancy on Sanjiang Plain

在运用系统与过程的方法论观、资源价值观、生态观和高科技观来理解和把握资源与生态水利内涵的基础上 ,通过分析三江平原水资源开发利用状况及潜在的生态环境问题 ,提出了三江平原资源与生态水利的实施设想 :①应加强水资源综合利用的科研及其成果的转化 ;②落实水土保持措施 ,改善生态水文环境 ;③落实生态环境保护措施 ,防止水资源质量下降 ;④引进先进的水资源价值理论 ,激活水利市场 ;⑤实施多环节调控 。

On the basis of the understanding of the connotation of the resource and ecology oriented water conservancy through application of the concepts of the systematic and procedural methodology, resource value, ecology, and on the basis of high science and technology and the analysis of the present situation of water resources development and utilization on the Sanjiang Plain and some potential eco environmental problems, some thoughts are presented for implementation of the resource and ecology oriented water conservancy, including strengthening the research on comprehensive utilization of water resources and promoting the application of new techniques to practices, implementing the measures for water and soil conservation to improve the ecological and hydrological environment, implementing the measures for ecological environment protection to prevent the decline of water resources quality, introducing the advanced theory of water resources value to activate the water market, and carrying out overall regulation to develop a social water saving environment.
