Liaoning province is an area with water in short supply. The distribu tions of the runoff in a year and in the area are imbalance. The constructing ne w reservoir, the tapping old reservoir, the constructing water transfer project, the raising repeatedly utilization coefficient for industrial water, the develo ping water saving agriculture and the strengthening soil and water conservation are the basic countermeasure of water resources development in Liaoning province .
