This paper puts forward a series of measures and suggestions for solving the continuous low-level operation of the development of Changzhi City's national economy, including further broadening the investment field for non-state-owned economy, quickening the reform of social security system, reforming the financial structure and investing-financing system, steeping up the tempo of SOE's reform, improving and rectifying the social management mechanism in connection with household consuming, and actively panning and constructing small towns.
