摘要
人才无序流动是当前应正视的一个现实,其负面影响是多方面的,不可小看。有必要倡导人才相对稳定,建立人才有序流动的机制。
One fact in the present time concerning about the sate of wits is of flow in disorder,which should be directly faced with.The disorder of flow of wits brings about multiple negative influences that should not be taken absentmindedly.This paper puts forward an argument which thinks it's necessary to set a healthy mechanism to regulate the flow of wits.
