Analysis on the Difficulties with System Reform in State-Owned Medium and Small Sized Enterprises

国有大、中型企业3年解困的工作取得了显著成绩,放开搞活中、小型企业的步伐也在加快。但国有中、小型困难企业的改制进程不尽人意,在改制过程中遇到了一些困难,对这些困难必须给予足够的重视,并制定相关的配套政策,才有利于顺利推进国有中、小型企业的改制。

Over a period of three years, remarkable achievement has been made in getting the state-owned large and medium sized enterprises out of difficulty. At the same time, opening and revitalizing small enterprises are gaining speed. However, the operating system reform in some financially difficult state-owned medium and small enterprises is unsatisfactory and some obstacles are encountered in the restructuring process. In order to push forward system reform in state-owned medium and small enterprises, these problems should be addressed and related policies should be formulated.
