摘要
改革开放以来,我国近海油气田开发实施了一套同国际接轨,又符合社会主义市场经济规律的科学管理体系.这套科学管理体系是海上油气田开发管理的基础,包括科学决策机制、资金高度集中管理、项目集约式管理、分级管理和风险管理等.现代科学管理体系的实施,使中国近海油气田开发和生产获得了良好的经济效益.
A scientific management system, which not only matches the international conventions but also is suitable for the socialist market economy, has been implemented in development of China offshore oil and gas fields since the reform and opening door. As the foundation of development management for offshore fields, this system comprises scientific decision_making, highly centralized capital management, intensive project management, multi_level management and risk management. The good economic benefit has been gained in development and production of China offshore fields by implementing the scientific system.
