Journals of colleges and universities have educating functions of service, encouragement, cultivation, etc. In order to further its educating functions, it is essential to change the old way of thinking, set up a new approach, emphasize on characteristics, reinforce the training of editorial staff and stick to combining theories with practice by participating in the education reform. 
