摘要
从企业经营目标、企业经营的技术与制度选择和企业经营创新等方面对我国国有企业经营低效率的成因作了分析。认为转型期国有企业经营低效率是一个基于经济目标的限定性很强的命题,国有企业经营目标的多元化必然带来其资源配置上的冲突和经济效率的损失;技术和制度选择的非完全自主性,将导致国有企业经营内部低效率和外部低效率;国有企业改革的供给主导型特征与渐进式过程以及这一过程中的效益递减规律,决定了国有企业良性创新机制形成和效率成长过程的长期性。因此,经营目标的明确与相对单一化,技术与制度选择自主机制的建立和企业经营自主创新机制的形成是实现国有企业高效率经营的基本前提。
The article gives a systematic analysis of the causes of the managerial nonefficiency of the stateowned businesses of China. It holds that the managerial nonefficiency of China′s stateowned businesses should be confined in economic respects. The analysis shows that the managerial nonefficiency of the stateowned businesses results from the multiobjectives of the businesses, the inertia of the traditional plan system, and the gradual requirements of the reform and the formation of the efficient innovation mechanism of the stateowned businesses. So the definition of managerial objectives, the formation of selfselection mechanism of technology and institutions, and the development of selfinnovation mechanism are basic prerequisites and ways which improve the managerial efficiency of the stateowned businesses of China.
