摘要
对于高等教育怎样发展,世界各国都有自己的战略考虑,区别只是在于这种战略以何种形式出现,并以何种方式起作用。不能简单地使用"补偿性增长"来解释建国后高等教育的发展历程,要看到中国高等教育发展的真正动力和可靠保证,在于自身发展理念的逐步转变。我们以往的高等教育发展战略具有十分明显的规划特征,试图通过计划手段和行政管理来实现高等教育的内、外协调,而这种方式目前看来,一方面容易助长偏重落实发展指标的功利意识,另一方面受到自身作用范围的限制,随着大众化进程的伸延,其局限性将日益显露。
