种族主义是美国对外扩张和实施全球战略的意识形态工具。美国对外关系中的种族主义一般有两个基调 :肯定与否定。否定基调又有两个层次 :“愚昧论”和“威胁论”。种族主义不同的基调和层次预示着美国不同的外交策略。在美国的对华外交关系中种族主义由来已久 ,“中国威胁论”是其在冷战后的根本表现 。

In the United States' foreign relations, racism serves as an ideological tool of expanding policy and global strategy. It generally has two keynotes: the positive one and the negative one. Moreover, the negative keynote also has two levels. The lower level is so called ignorant theory and the higher level is so called threatening theory . Different racist keynote or level means different American foreign policy and strategy. Racism has come into the relation between china and the united states for a long time. After cold war, China threatening theory is its main form of expression, which marks the transmutation of American Foreign Strategy against China.
