Since 1990's,the network technique of the whole world has developed very fast.Its prospects and populanization have far-reaching effect on people's thinking, development of psychology,value concept and political indination,thus, mastering and possessing the most basic network quality is very important.Netywork quality is the quality that the people must possess in conducting various relations and problems to explore the basic qualities which people must have in order to become the master of the network society in network era,and it has poweful interllect and directive significance of reality for the network quality education in the whole society.
