论保障人民群众监督领导权力运行的民主权利

To Ensure the People's Democratic Rights in Supervision of Leader's Authority

领导权力的“两重性”、委托过程、运行过程都决定其需要人民群众进行监督。目前存在的问题有 :对人民群众透明度不高、领导干部不愿接受监督、群众的监督意识不强等。人民群众监督领导干部的保障措施包括 :建立健全党务、政务公开制度 ,人民群众参与制度 ,人民群众监督制约机制 ,责任约束机制等。只有监督的客体与主体达到统一 。

Two aspects of leader's authority,entrustment process and operation process need be supervised by people.At present,the problems lied in following aspects:leading cadres are reluctant to accept supervision of people,the supervision consciousness of people is weak and so on.Measurements in supervision of leading cadres include establishing party affairs,opening system to political affairs,participating system ,supervision and control mechanism and so on.Only when the subject and object of supervision integrate can effective supervision be realized.
