关于完善林业专项资金管理制度的思考

Thinking over Perfecting the Management System of Forestry Fund

本文对目前用于森林生态建设的资金管理制度存在的问题进行了系统分析,提出了完善的林业专项资金管理制度应遵循的原则,以及应采取逐步实施项目化管理和项目资本金制度、实行林木资本金制度和林业基金制度、放宽信贷政策和扶持非公有林业经济发展等举措,以完善林业专项资金管理制度。

To the present problems of management system of forestry fund used for forestry and ecological development,the article makes a series of analysis.It provides the principles about the management system of forestry fund.It also designs some measures to perfect the management system of forestry special fund:introduce the management system by projects and by the capital projects,implement the system by the forest capital and by the forestry fund,relax the credit policy and encourage non-state-owned organizations to invest in forestry.
