Objective This project is designed to explore the key issue of Medical Care and Preventive Care in Rural Jiangxi. Methods The scientific process of policy making is selected as leading methodology of this project. Result A total of 810 households, 27 villages, 9 townships and 3 counties of Jiangxi province were investigated. Conclusion Appropriate development model and approach on dynamic mechanism, organization and management system were found out.
