“公安机关不同于一般行政机关”既是一个老问题 ,又是一个新问题 ,长期以来一直困绕着各级公安机关体制改革和工作机制。因此 ,根据公安机关自身的特点 ,必须完善警察职能涉及的各项法规 ,必须完善领导和管理体制 ,必须加强警察的教育、培训和管理机制 ,探索新的教育、培训和管理模式。

The issue 'public security organs differ from common administrative agencies.'Has been confusing the system reforms in public security organs. According to the characteristics of public security organs, the following points have to be improved: the work of the Policemen Law; guidance and management system; education, training, management system of the policemen and developing new patterns of training and management.
