关于当前社区警务运作模式几个问题的思考

社区警务运作关乎社区警务战略实施的水平和质量,它受诸多因素的影响。推行社区警务战略的进程中,警务与社区的融合,是一个根本性环节。我国在社区警务运作方面具有独特的风格与丰富的内涵。评价社区警务运作模式,应从目标定位、外在特征、工作重心、勤务手段、工作绩效等多角度、多层面全面评价,建立多维的指标体系,还应进行程序性、合法性、兼容性、可持续性考察等。构建成熟的社区警务,应注意:确定适度的目标并建立科学的指标体系;优化模式运行的动力机制以促进可持续运行;关注行为的合法性与合理性;提高运作的系统化水平;摆正社区警务运作与社区建设的关系以融入社区建设整体运作中。

The operation of community policing is connected with the standard and qu ality of its strategic implementation.It' s affected by many factors.In process of carrying out the strategy,it' s a basic point to stick police affairs and com munity together.The operation of community policing in our country is featured with unique style and rich i ntention.When we evaluate operatin g pattern of community policing,we should consider the fixed positio n about target,the external feature,the working focus,the service method and the working achievement.That' s to say,we should evaluate in all asp ects and build varied index system.In addition,we should take the programmatic,legal,compatible and continuous investi-gation.If we want to build the mature community policing,We should pay attention to five points:First,we must make sure the moderate target and build scientific index system.S econd,we must optimize the powerful mechanism of the operating pattern to promote continuoces work.In the following,we must concern the legitimacy and rationalization of behavior,we must improve the systematic standard of oper-ation.At last,in order to merge with the whole operation,we must treat th e relationship fairly between the operation of community policing and the construction of community.
