Study on Goal and Mentality of Power Grid Planning after Power Market Reform

电力市场化改革背景下,电网企业盈利模式发生改变,电网投资能力受到制约,促使电网规划必须降低成本、优化管理。从几个方面分析了新形势下电网规划面临的挑战,提出电力市场化改革下电网规划的目标,进而提出面向市场化科学规划、精准投资的电网规划思路,给出了相应的规划流程和几点管理建议。

Under the background of power market reform,the profit model of power grid company has altered,and the investment capacity of power grid has been restricted,which urges power grid company to reduce cost and optimize management in power grid planning. This paper analyzes the challenges of power grid planning under the new situation from several aspects,and puts forward the goal of power grid planning under the power market reform. Finally the paper presents the mentality of market-oriented scientific planning and precise investment for power grid planning, and gives the corresponding planning process and some management suggestions.
