论综合地质勘查和对矿产资源的综合评价

On Comprehensive Geological prospecting and Overall Assessment of Mineral Resources

本文对矿产资源综合勘查和综合评价的意义、影响因素和解决途径作了较全面详细的论述。作者认为,由于我国的地质特点,共(伴)生矿产多而复杂,而矿产的人均拥有很小,社会主义现代化建设任务大,投资又极为短缺,因此,对矿产资源进行综合勘查、综合评价和综合利用,就具有重要的战略意义。对于目前这项工作中存在的问题,作者提出了如下解决办法:打破地质工作的部门界限,把各部门的地质工作统由地矿部进行行业管理;从改革生产关系入手,把商品经济的观念引入到地质工作中来,采用正确的计价方法,进行矿产资源和地质成果的有偿转让;严格实行地质工作项目管理,建立比较完整的指标体系;开拓并占领地质市场,多渠道、多层次、多形式地搞好横向经济联合;加强矿产资源综合利用的信息反馈研究,以指导综合勘查和综合评价的合理进行;重视复合型人才的培养,造就一支适应综合勘查和综合评价工作的技术与管理队伍;要正确处理各种有关的历史遗留问题。

The significance, main effect factors and the ways for their solving of comprehensive prospecting and overall assessment of mineral resources are discussed in detail in the present paper. In author's opining, many a deposit occurs with several associated useful minerals in our eontry, while the average per capita possession of ore is small. In the face of our eager socialist modernization construction, the stale investment for ore development are comparatively of shortage, thus the comprehensive prospecting, assessment and utilization of mineral resources are of important strategic significance. With regard to the problem existed at present in this work, the authors put forward the following suggestions: Breaking through the boundary between geological departments, the Ministry of Geology And Mineral Resources should be responsible for the management of the gological works in our eountry; Begining with reform of production relations, introduce commodity economy mentality into geological work management, adopt reasonable methods of payment, put into effect the policy of paid making over of mineral resources and geological, findings; practising strictly geological project management and establishing an integrated quota system; Opening up and occuping geological market; Carring out latera economic cooperation through poly-channels, at every levels and in multi-forms; Strengthening the study of information feedback about the comprehensive utilization of mineral resources in order to guide comprehensive prospecting and overall assessment; Paying close attention to training of compound type of talents building up an army of technicians and managers who can handle well the comprehensive prospecting and overall assessment; Correctly handling various historical problems concerned.
