这是一篇经过实践应用,证明有实用价值的科研论文。由《固体矿产地质项目可行性研究概述》和《固体矿产地质项目可行性研究的内容》两大部分组成。第一部分主要论述了地质项目可行性研究在项目管理中的地位和作用,地质项目可行性研究的目的任务、分类、方法与步骤等。地质项目可行性研究是进行项目管理的首要环节,是地质项目立项一投资决策的重要依据,直接关系到地勘工作乃至整个社会的经济效益。根据进行可行性研究的时间、程序和目的,可行性研究可划分为初步可行性研究和详细可行性研究;根据地质工作的规律,可行性研究可划分为详查可行性研究、初勘可行性研究和详勘可行性研究。论文阐述了收集可行性研究所需资料的方法,如询问法、现场调查法和试验法等;同时对进行研究的方法作了介绍,如类比法、数学计算法、数理统计法、德尔菲法等。对详查以上的地质项目进行可行性研究,一般可分为八个步骤。第一步,准备工作,主要是组建研究小组和制定工作计划;第二步,收集并整理基础资料;第三步,确定研究所需的五种参数,即政治经济地理参数、自然参数、社会经济参数、勘查技术经济参数和开发经营参数;第四步,对拟上地质项目进行勘查技术可行性和经济合理性研究,论证拟定的勘查方案是否能达到预期的地质目的和要求,并在此基础上进行方案选优;第五步,采、选、冶技术可行性研究,从技术上论证矿床未来开发利用的可能性;第六步,经济合理性研究,论证勘查开发该矿床所取得的经济效益,第七步,综合研究和论证,根据上述技术与经济的分析研究,对该项目是否可行做出结论;第八步,编写、提交可行性研究报告。上述八个步骤是一个完整的程序,必须循序进行,不能逾越。第二部分详细阐述了固体矿产地质项目可行性研究的各项内容。首先提出的是对拟上地质项目的投资环境进行研究,包括外部环境研究和内部条件研究。主要论证勘查开发该矿种是否符合国家建设需要及需要程度;其次阐明对地质条件的研究,主要论述成矿地质条件、矿床赋存状态、矿床规模、矿石质量等,并在此基础上提出拟采用的勘查方案和所要达到的目的;再次是勘查技术经济可行性研究,即从勘查技术和勘查该项目所需的投资两方面论证其是否可行;第四是开采可行性研究,即通过对影响开采的地质构造、围岩及顶底板的物理力学性质、水文地质条件、矿体埋深的研究,论证其开采是否可行等;第五是选冶可引性研究,即通过试验法、分析法、类比法研究矿石的选冶加工性能及主要技术经济指标;第六说明基本参数的确定方法,其中有采出矿石总量、采矿损失率及回收率、采矿贫化率、选矿回收率、精矿产率、选矿比、精矿产量、采选冶成本、矿山生产规模、服务年限、矿山基建投资、剥采比共十三个参数;第七是经济合理性研究,首先论述了经济合理性研究的分类和特点,然后对经济合理性研究的指标及计算进行了论述。反映地质勘查经济效果的指标有地质勘查投资、储量潜在价值、勘查投资产值率、单位探明储量成本、勘查投资效益率等;反映矿床勘查开发利用经济效益的指标有总利润、总利润现值、内部投资收益率、投资回收期、投资利润率、成本利润率、净外汇收益、换汇率及定性评价;最后提出了经济合理性研究的综合指标,综合指标是阐述该项目是否可行的更为科学、全面的指标。结束语中,提出地质项目可行性研究工作应由相对独立的技术经济专业机构或相应的咨询机构来承担。但鉴于我国目前的实际情况,除较重要的或复杂的地质项目可行性研究有条件由专业机构或组成较高水平的专家集团承担外,一般项目的可行性研究可由地勘单位自己来完成,并针对地勘单位缺少地质技术经济研究人员的问题及其解决办法提出了建议。

This is a scientific treatise, which has been proved that possesses applied value through practical use. The scintific treatise consists of two parts: 《The Introduction to the Feasibility Study of Solid Minerals Geologic Items》 and 《The Contents to the Feasibility Study of Solid Minerals Geologic Items》. The first part, the status and function of the feasibility study to geologic items in items management, the aim responsiblity classification and move etc of the feasibility study to geologic items have been discussed especially. The feasibility study to geologic items is an important link to carry out items management, and is important basis for founding item of geologic items — investment decision. It directly relates to economic benefit of geologic prospecting work and even whole society. According to the time procedure and aim of making feasibility study, the feasibility study may be divided into preliminary feasibility study and detailed feasibility study. According to the law of geologic work, feasibility study may be divided into detailed prospecting feasibility study, preliminary exploring feasibility study and detailed exploring feasibility study.The treatise set forth methods collecting needful data for feasibility study, such as inquiring method, spot investigative method, trial method etc; and meanwhile, made introduction for making research methods, such as analogic method,mathematical calculating method,mathematical statistic method, Delphi's method etc. To make feasibility study for detailed prospecting this geologic items, generally may be divided into eight moves; first preparatory work, which mainly is organizing and founding study; second collect and sort out the basic data; third determine five parameters needed by study,that is political econmic and geographic parameters, natural parameter,social and economical parameters, prospecting technical and economical parameter, and exploiting management parameters; fourth to make prospecting technical feasibility and economical reasonableness study for drafting into geologic items,to prove whether the drafted prospecting scheme can achieve desired goal and requirement, and to make selecting the best scheme on this basis; fifth the feasibility study of mining dressing and smelting technique, to prove the possibility that deposit will be exploited and utilized as for technique; sixth economic reasonableness study, to prove achieved economical effect in prospecting and developing deposit; seventh synthetical study and proof, according to above technical economical analysis and study, to make conclusion whether the items are feasible; eighth to compile and refer to feasiblity report. The eight moves are an integrated procedure, which should be followed in order, don't be exceeded. The second part, each content of the feasibility study of solid mineral geologic items was minutely expounded in the part. a) In first place, the invested circumstances drawn into geologic items to make study are raised, including the study of external circumstance and internal circumstance, in which it mainly proves whether the prospecting and developing mineral kinds accord with necessity of national construction and necessary level; b) to clarify the study of geologic conditions, in which it mainly expounds the condition of mineralizing geology, the endowed state of deposit, the scale of deposit, and the quality of ore etc, and raises the scheme of prepared adoption and achieved goal; c) the feasibility study of prospecting technical economy,that is to prove whether this plan and goal is feasible from two ways of prospecting technique and investment; d) the exploited feasibility study, that is to prove whether the exploitation is feasible etc through the study of geologic structure, physical mechanics property of country rock and roof, hydrogeologic condition, and buried depth of ore body effecting exploitation. e) the feasibility study of dressing and smelting,that is to study the dressing, smelting, and working properties of ore, and main technical economic targets through testing method,analyzing method and analogizing method; f) to explain the determinante methods of basic parameters, in which concluding the gross output of exploitation, rate of mining less and recovery, rate of mining dilution, rate of ore dressing recovery, rate of concentrate, rate of fine minerals, ratio of ore dressing, quantity of fine minerals, cost of adopting dressing and smelting, scale of mine production, service life of mine,capital investment of mine,stripping ratio etc thirteen parameters; g) the study of economic reasonableness, in the first place discussed classfication and characteristic of economic reasonableness, and then expounded targets and calculations for economic reasonableness study.The targets reflecting geologic prospecting effect are investment of geologic prospfect, value of latent reserves, rate of output value of prospecting investment, cost of proven deposit per unit,beneficial ratio of prospecting investment etc; the economic beneficial targets reflecting exploration and utilization of deposit are total profit, spot value of total profit, earning rate of inside investment, recoved time of investment, profit rate of investment, profit rate of cost, net earning of foreigh change, exchange rate of change, and qualitaevaluation; and lastly put forward synthetical target of economic reasonableness study, the target is a more scientific and very complete target to expound whether the item is feasible. In concluding remarks, the work of geologic items feasibility study was raised which should be borne by the relatively independent technical economic profesional organization or by the relevantly advisory body. But owing to the actual situation of our country, besides the feasibility study of important or complex geologic items are borne by professional organization or by experts group organized higher level, the feasibility study of general items are accomplished by the geologic prospecting units themselves, and to counter the problem lacking geologic technical economic research workers in geologic prospecting units and the way to solve the problem the proposal was put forward.
