The implementation of the national scholarships policy helps those students with the financial difficulties to to accom-plish their education and achieve some expected effects.Meanwhile,the ideological and political educators in higher vocational colleges should focus on the obstructive factors which hinder the effectiveness in the course of the pre -evaluation,education and post -education.
