排污许可制度在企业中的实施现状

作为一项环境管理措施,排污许可制度在污染物控制以及环境管理方面具有十分重要的作用。但是,我国排污许可制度的起步比较晚,并且还面临着配套立法有待完善以及公共参与度低等一系列问题。本文对排污许可制度进行立法分析,并且对实施现状也加以分析,并且找到在排污许可制度当中存在的问题,同时提供一些有关建议。

As an environmental management measure, the emission permit system plays a very important role in pollution control and environmental management. However, the emission permit system in China started relatively late, and it still faces some problems of supporting legislation and low public participation. This paper makes a legislative analysis of the sewage permit system, and analyzes the status quo of implementation, and finds out the problems existing in the sewage permit system, and provides some relevant suggestions.
