Sustainable Agricultural Development Based on Improvement of Rural Social Security System

实现农业可持续发展对农村经济乃至整个国民经济都有着重要意义。以宏观数据为基础,探讨了农村社会保障与农业可持续发展之间的相关性,分析了中国农村社会保障体系建设的基本情况,并从完善农村社会保障体系的角度出发提出了促进农业可持续发展的几点对策。研究发现,现阶段中国农村社会保障体系还很不完善,这将导致农村高素质劳动力流失,造成农村劳动力损伤,并在一定程度上挤出农业生产和人力资本投资,进而削弱农业在生产和经济上的可持续性。对此,应尽快完善农村社会保障制度,稳定农村的人力资本水平,在此基础上提高农村居民的福利待遇,吸引高素质人才进入农业部门,并最终通过城乡一体化建设,实现产业融合和城乡统筹。

Realizing sustainable development of agriculture really matters to the rural economy and even to the whole national economy.On the basis of macro-economic data,the relationship between sustainable development of agriculture and rural social security system,as well as the basic situation of rural social security system were analyzed.Several pieces of countermeasures for sustainable development of agriculture were put for ward from the point view of improvement of rural social security system.It was found out that currently the rural social security system is still not perfect,which causes the outflow of rural high quality labor,the damage of rural workforces,and to some extent squeezes out investment in agricultural production and human resources,as well as weaken the agriculture in production and economic sustainability which will further restrain the sustainability of agriculture both in productivity and profitability.Therefore,the rural social security system must be improved immediately to stabilize the investment in rural human resources.Furthermore,the welfare of rural residents should also be improved to attract more talents to rural areas.Finally,the integration process of rural and urban areas must speed up so as to realize equality,justice and harmony in rural and urban areas.
